Jean Francois joined Colas Australia Group as Chief Executive Officer in 2025 and brings more than 28 years of leadership experience across the Colas Group. He has held senior positions in both rail and civil construction, including Managing Director of Colas Deconstruction France and General Manager of Colas Rail in France and Europe.
Jean Francois began his career with Colas in 1997 after graduating as a construction engineer from the École Spéciale des Travaux Publics in Paris. Over nearly three decades he has led complex operational teams, major infrastructure businesses and strategic transformation programs across multiple regions within the Group.
As CEO of Colas Australia, Jean Francois is responsible for the overall leadership and performance of the business. His focus is on strengthening operational excellence, supporting sustainable growth and advancing Colas’ long term strategy under the Group’s international framework.

Justin has led the VSA Group since 2009, following the successful merger of Primal Surfacing and Inroads in Victoria. He originally founded Primal Surfacing in 2003, growing it into one of Australia’s leading independent bituminous surfacing companies prior to its amalgamation.
Before establishing Primal, Justin held senior management roles with VicRoads and Boral, gaining extensive experience in contract management and infrastructure delivery.
Justin holds a Bachelor of Business and a Graduate Diploma in Business Management.

Richard joined Colas Australia Group in January 2018 as General Counsel and Company Secretary for Australia and New Zealand. A dual-qualified lawyer and engineer in both the UK and Australia, Richard brings over 25 years of experience in the construction industry.
He began his career as a project engineer, working on high-rise commercial and residential developments in Sydney, before moving to London to train as a lawyer. Over the years, he has advised on major construction disputes across sectors including airports, hospitals, rail, telecommunications, oil and gas, and renewables throughout the UK, Europe, and the Middle East.
Before joining Colas, Richard worked in private legal practice in Sydney. He is a practising solicitor, a member of the civil branch of Engineers Australia, and a graduate fellow of the College of Law.
Richard holds degrees in law, civil engineering, and finance from the University of Sydney, the Securities Institute of Australasia, and the University of Law in London.
Vincent Rauturier

Vincent joined Colas Australia as Chief Financial Officer in 2018, bringing with him extensive international finance experience across the Colas Group.
Prior to relocating to Australia, Vincent served as Corporate Controller at HRI Inc. in Pennsylvania and as Division Controller for Barrett Industries, overseeing financial operations across New York and Pennsylvania. Between 2011 and 2017, he was responsible for all finance functions across these US subsidiaries of Colas Inc.
Vincent began his career in France, where he held a range of finance roles in Colas Group companies from 2003 to 2010. His background includes financial management, business analysis and commercial support for large operational teams.
In his current role as Chief Financial Officer, Vincent oversees the Group’s financial strategy, reporting, risk management and capital planning. He holds a master’s degree in finance from NEOMA Business School in France.
Sebastien Chatard

Sebastien joined the Colas Group in 2006 and has built a broad career across technical, operations and commercial roles. He began as Technical Manager in Thailand before moving to Western Australia in 2008 as Technical Support Manager, where he later serving as State Manager and Bitumen Procurement Manager. In 2015 he relocated to New South Wales to join the SAMI head office as Operations and Commercial Manager and was appointed General Manager in 2017.
As Director and General Manager of SAMI Bitumen Technologies, Sebastien leads national operations across bitumen production, distribution and specialty binders. His focus is on supporting Research and Development, strengthening supply capabilities and advancing SAMI’s contribution to the broader Colas Australia Group.
In 2025 his responsibilities expanded to include Dust-A-Side Australia operations, ensuring safe, reliable and innovative dust-suppression services for mining, industrial and infrastructure clients.
Sebastien holds a master’s degree in chemical engineering from the Conservatoire National des Arts et Métiers in France and an MBA from Curtin University.

Janene joined COLAS Australia in 2018 and brings extensive experience across human resources, industrial relations and operational people leadership. Her background includes more than a decade working in the manufacturing and print sectors where she partnered closely with union representatives and supported large blue-collar workforces across regional and metropolitan sites.
In her role as Group Human Resources Manager, Janene leads the People & Culture function across Australia. She plays a key role in building a safe, inclusive and high-performing workplace that reflects the values of the COLAS Group. Janene works closely with business leaders to strengthen leadership capability, improve workforce planning and support organisational change in line with our long-term strategy.
Janene holds formal qualifications in human resources and industrial relations. She is passionate about employee development, wellbeing and creating a workplace environment where people feel supported to grow their careers.
Fabien Gil

Fabien joined Colas Australia as Chief Operating Officer for Contracting after more than 20 years of experience in civil construction, road infrastructure and operational management across Indian Ocean, West Indies, and the Asia Pacific region. He holds a degree in civil engineering from the École Spéciale des Travaux Publics in France.
Fabien began his career working on large scale road and earthworks projects before moving into operations leadership roles with international infrastructure businesses. His background includes asphalt production management, delivery of major transport programs and the development sustainability practices within construction operations.
As Chief Operating Officer for Contracting, Fabien oversees national operations across roads, asphalt and surfacing. His responsibilities include driving performance, strengthening operational systems, and supporting the Group’s long term growth and sustainability objectives.

Viraj joined Colas Australia in 2010 as Group Finance Manager overseeing the financial reporting function for the Group. He then took responsibility for the SAMI commercial operations in 2013 as well as the lead role in the Group’s M&A activities. In 2018, Viraj led Colas Australia’s Corporate Strategy development, playing an active role in the Group’s strategic projects across Australia.
In his current role as General Manager Commercial, Viraj leads the Group’s M&A, strategy, and business development functions. In addition, Viraj has General Management responsibly for Colas’s quarry business in Australia. His current focus is to develop Colas’ market entry initiatives in the Road Asset Management Servies business line. Viraj serves as Executive Director across Colas’ quarrying and contracting businesses in Queensland, New South Wales, and Western Australia, and is a member of the Board of Directors of the SAMI’s strategic bitumen joint ventures.
Prior to joining Colas, Viraj worked at Deloitte in Sydney and Atlanta as Audit Senior Manager. He is a Chartered Accountant and CPA, and holds a master’s degree in commerce from the University of Pune in India.

Phil joined COLAS Australia Group in March 2023, bringing more than 30 years of Health, Safety and Environment experience across the manufacturing and construction materials sectors. His career includes 26 years with one of Australia’s largest construction materials businesses in senior operational, safety and governance roles, including Group WHS oversight across Australia, Asia and North America.
Phil brings a practical and people focused approach to WHSE, shaped by extensive field experience and a strong understanding of organisational risk and assurance. His background spans operational leadership, safety management and the development of governance frameworks.
As Group WHSE Manager, Phil leads the strategic direction of safety and environmental performance across COLAS businesses in Australia and New Zealand. He works with leaders and project teams to strengthen WHSE capability, embed consistent standards and support a proactive safety culture.
Phil is known for his collaborative style and commitment to continuous improvement, contributing to safe and responsible delivery across the Group.
